ประวัติความเป็นมา
โดยที่กระทรวงสาธารณสุขได้จัดตั้งสถาบันพัฒนากำลังคนด้านสาธารณสุขขึ้นตั้งแต่ปี พ.ศ. ๒๕๓๖ ให้มีหน้าที่ผลิตและพัฒนาบุคลากรด้านสาธารณสุข ประกอบด้วยวิทยาลัยการสาธารณสุข วิทยาลัยพยาบาล และโรงเรียนต่างๆ ในกระทรวงสาธารณสุข ต่อมาวิทยาลัยการสาธารณสุขได้รับพระราชทานพระราชานุญาตให้อัญเชิญพระนามาภิไธยมาเป็นชื่อของวิทยาลัยว่า “วิทยาลัยการสาธารณสุขสิรินธร” และวิทยาลัยพยาบาลได้รับพระราชทานชื่อว่า “วิทยาลัยพยาบาลบรมราชชนนี” ส่วนวิทยาลัยเทคโนโลยีทางการแพทย์และสาธารณสุขได้รับพระราชทานชื่อว่า “วิทยาลัยเทคโนโลยีทางการแพทย์และสาธารณสุข กาญจนาภิเษก” และพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดช บรมนาถบพิตร ได้พระราชทานพระบรมราชานุญาตให้เปลี่ยนชื่อสถาบันพัฒนากำลังคนด้านสาธารณสุขเป็น “สถาบันพระบรมราชชนก” ตามหนังสือสำนักราชเลขาธิการ ที่ รล ๐๐๐๓/๑๒๘๑๙ ลงวันที่ ๒๗ กันยายน ๒๕๓๗ โดยมีฐานะเป็นส่วนราชการของสำนักงานปลัดกระทรวง กระทรวงสาธารณสุข แต่เนื่องจากสถาบันพระบรมราชชนกประสงค์จะมีความเป็นอิสระในการจัดการศึกษาและบริหารกิจการด้านต่างๆ ให้มีประสิทธิภาพยิ่งขึ้น ดังนั้น เพื่อให้สถาบันพระบรมราชชนกสามารถพัฒนาระบบบริหารและการจัดการศึกษาเฉพาะทางที่มีความคล่องตัว มีเสรีภาพทางวิชาการ และอยู่ภายใต้การดูแลกำกับของสภาสถาบันพระบรมราชชนกได้อย่างมีประสิทธิภาพและสอดคล้องกับพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. ๒๕๔๒ สมควรกำหนดสภาพของสถาบันพระบรมราชชนกให้เป็นสถาบันอุดมศึกษาเฉพาะทางด้านวิทยาศาสตร์สุขภาพที่จัดการศึกษาระดับปริญญามีวัตถุประสงค์เพื่อผลิตและพัฒนาบุคลากรตามความต้องการของกระทรวงสาธารณสุข ให้การศึกษาส่งเสริมวิชาการและวิชาชีพ ทำการสอน ทำการวิจัย ให้บริการทางวิชาการแก่สังคม และทะนุบำรุงศิลปะและวัฒนธรรม จึงจำเป็นต้องตราพระราชบัญญัติสถาบันพระบรมราชชนก และวันที่ ๔ เมษายน พ.ศ. ๒๕๖๒ สมเด็จพระเจ้าอยู่หัวมหาวชิราลงกรณ์บดินทรเทพยวรางกูร มีพระราชโองการโปรดเกล้าฯ ให้ประกาศว่า โดยที่เป็นการสมควรมีกฎหมายว่าด้วยสถาบันพระบรมราชชนก จึงทรงพระกรุณาโปรดเกล้าฯ ให้ตราพระราชบัญญัติขึ้นไว้โดยคำแนะนำและยินยอมของสภานิติบัญญัติแห่งชาติทำหน้าที่รัฐสภา เรียกว่า “พระราชบัญญัติสถาบันพระบรมราชชนก พ.ศ. ๒๕๖๒”
ตามความในมาตรา ๑๐ แห่งพระราชบัญญัติสถาบันพระบรมราชชนก พ.ศ. ๒๕๖๒ ว่าด้วยการแบ่งส่วนราชการ ประกอบด้วย มาตรา ๓๑ มาตรา ๓๒ มาตรา ๓๓ มาตรา ๓๔ และ มาตรา ๓๕ จึงจำเป็นต้องมีการจัดโครงสร้างบริหารงานระดับคณะและระดับวิทยาลัยให้สอดคล้องกับพระราชบัญญัติสถาบันพระบรมราชชนก และให้การดำเนินการระดับคณะเป็นไปอย่างคล่องตัว และมีประสิทธิภาพในการจัดการศึกษาและพัฒนาบุคลากรด้านสาธารณสุขให้สอดคล้องกับความต้องการของกระทรวงสาธารณสุข สถาบันพระบรมราชชนกจึงได้ออกคำสั่งสถาบันพระบรมราชชนก ที่ ๓๒/๒๕๖๒ ลงวันที่ ๑๔ มิถุนายน พ.ศ. ๒๕๖๒ แต่งตั้งผู้อำนวยการโครงการจัดตั้งคณะสาธารณสุขศาสตร์และสหเวชศาสตร์ และคณะกรรมการบริหารโครงการจัดตั้งคณะสาธารณสุขศาสตร์และสหเวชศาสตร์ สังกัดสถาบันพระบรมราชชนก เพื่อเตรียมความพร้อมในการจัดตั้งคณะสาธารณสุขศาสตร์และสหเวชศาสตร์ให้เป็นไปด้วยความเรียบร้อย และมีประสิทธิภาพ โดยมีมีหน้าที่และความรับผิดชอบตามคำสั่ง ดังนี้
๑) จัดทำโครงสร้างองค์กร บทบาทหน้าที่ กรอบอัตรากำลังของคณะและหน่วยงานในสังกัดคณะ
๒) จัดทำโครงสร้างการบริหารงาน การบริหารจัดการ การส่งเสริมสนับสนุน การดูแลกำกับงานของคณะและหน่วยงานในสังกัดของคณะ
๓) จัดทำโครงการจัดตั้งคณะและเตรียมความพร้อมในการจัดตั้งคณะและการเปิดสอนหลักสูตรต่างๆ ของวิทยาลัยในสังกัดคณะ
๔) จัดทำแผนพัฒนาระบบและกลไกการบริหารและดำเนินการตามหน้าที่หลักของคณะในการผลิตบัณฑิต การจัดการเรียนการสอน การวิจัย การบริการวิชาการ และทะนุบำรุงศิลปวัฒนธรรม
๕) ปฏิบัติหน้าที่อื่นๆ ตามที่ได้รับมอบหมาย
โครงสร้างคณะสาธารณสุขศาสตร์และสหเวชศาสตร์ซึ่งอยู่ระหว่างกระบวนการดำเนินการประกาศกฎกระทรวงการแบ่งโครงสร้างการบริหารงานของสถาบันพระบรมราชนกประกอบด้วยวิทยาลัยในสังกัดคณะสาธารณสุขศาสตร์และสหเวชศาสตร์ ทั้ง ๙ วิทยาลัยได้แก่ ๑) วิทยาลัยการสาธารณสุขสิรินธร จังหวัดชลบุรี ๒) วิทยาลัยการสาธารณสุขสิรินธร จังหวัดขอนแก่น ๓) วิทยาลัยการสาธารณสุขสิรินธร จังหวัดพิษณุโลก ๔) วิทยาลัยการสาธารณสุขสิรินธร จังหวัดอุบลราชธานี ๕) วิทยาลัยการสาธารณสุขสิรินธร จังหวัดสุพรรณบุรี ๖) วิทยาลัยการสาธารณสุขสิรินธร จังหวัดตรัง ๗) วิทยาลัยการสาธารณสุขสิรินธร จังหวัดยะลา ๘) วิทยาลัยเทคโนโลยีทางการแพทย์และสาธารณสุข กาญจนาภิเษก และ ๙) วิทยาลัยการแพทย์แผนไทยอภัยภูเบศร และสำนักงานคณบดี
คณะกรรมการจัดตั้งคณะสาธารณสุขศาสตร์และสหเวชศาสตร์ได้ทำการประชุมเตรียมการตามบทบาทหน้าที่ดังกล่าว จัดทำร่างโครงสร้าง บทบาทหน้าที่และอัตรากำลัง รวมถึงการเตรียมโครงสร้างพื้นฐานระดับคณะ สำนักงานคณบดีซึ่งเป็นสำนักงานคณะสาธารณสุขศาสตร์และสหเวชศาสตร์ในการบริหารคณะในภาพรวม จัดทำแผนงบประมาณที่จำเป็นต้องใช้ในการดำเนินการ รวมถึงอัตรากำลังคนที่สอดคล้องกับภาระการปฏิบัติงานตามโครงสร้างของคณะสาธารณสุขศาสตร์และสหเวชศาสตร์ รวมถึงจัดทำแผนยุทธศาสตร์คณะสาธารณสุขศาสตร์และสหเวชศาสตร์ ปีงบประมาณ ๒๕๖๓-๒๕๖๗
Praboromarajchanok Institute (PBRI)
Praboromarajchanok Institute was formerly known as the “Public Health Manpower Development Institute. ” In B.E. 2536 (1993), PBRI because a new agency under the Act on the Transfer of Powers and Duties and Administrative Affairs Act of the Ministry of Public Health (MOPH). PBRI was designated in the government as higher than a division, but lower than the department. PBRI contains different departments to produce and develop healthcare personnel. These include nursing colleges, public health colleges, as well as various schools under the Department of Medical Services, Department of Communicable Disease Control, Department of Health, Department of Medical Sciences, Training Division, and Nursing College Division under the Office of the Permanent Secretary, Ministry of Public Health.
In 2019, His Majesty King Maha Vajiralongkorn Bodindradebayavarangkun (Rama X) was graciously pleased to proclaim that it was expedient to have a law regarding the Praboromarajchanok Institute. Therefore, His Majesty King Rama X enacted The Praboromarajchanok Institute Act B.E. 2562 (2019). It was published in the Government Gazette, Volume 136, Part 43 Kor and dated April 5, 2019. The act stated that the Institute of Higher Education is a specialized higher education institution under the Ministry of Public Health. There are 39 colleges under its jurisdiction, including 30 nursing colleges, 7 Sirindhorn Colleges of Public Health, the Kanchanabhishek Institute of Medical and Public Health Technology, and theAbhaibhubejhr College of Thai Traditional Medicine in Prachinburi.
According to Section 10 of PBRI Act, B.E. 2562 (2019), regarding the division of government agencies, consisting of Section 31, Section 32, Section 33, Section 34 and Section 35, it is necessary to establish the administrative structure at the faculty and college level to be consistent with the PBRI Act and allow the operation at the faculty level to be streamlined and effective in the management of education and development of public health personnel in accordance with the needs of the MOPH. Therefore, PBRI has issued an Order of PBRI No. 32/2562 dated 14 June 2019, appointing the project director to establish the Faculty of Public Health and Allied Health Sciences (PHAS) and the management committee to establish the faculty under PBRI to prepare for the establishment of the PHAS with functions and responsibilities according to the order as follows
1) Prepare the organizational structure, roles and duties, the manpower framework of the Faculty and the departments affiliated with the Faculty.
2) Establish a management structure management, supporting, and supervising the the Faculty and the departments affiliated with the Faculty.
3) Prepare a project to establish a faculty and prepare for the establishment of a faculty and opening various programs.
4) Prepare a plan to develop systems and administrative mechanisms and implement the main duties of the Faculty in producing graduates. teaching and learning management, research, academic services and preserving arts and culture
5) Other duties as assigned
The structure of PHAS, which is in the process of promulgating the Ministerial Regulation, the division of the administrative structure of PBRI consists of 9 colleges under PHAS, including 1) Sirindhorn College of Public Health, Chonburi 2) Sirindhorn College of Public Health, Khon Kaen 3) Sirindhorn College of Public Health, Yala 4) Sirindhorn College of Public Health, Phitsanulok 5) Sirindhorn College of Public Health, Trang 6) Sirindhorn College of Public Health, Ubon Ratchathani 7) Sirindhorn College of Public Health, Suphan Buri 8) Kanchanabhishek Institute of Medical and Public Health Technology 9) Abhaibhubejhr College of Thai Traditional Medicine Prachinburi, and Dean’s Office.

The established committee of PHAS held a meeting in accordance with the functions, including a draft of the PHAS structure, duties and manpower, and the infrastructure at the faculty level. Dean’s office is in charge the overall administration of the Faculty, making a budget plan, the manpower that corresponds to the workload and the strategic plan for the fiscal year 2020-2024.
